Organizational Resilience Under Fiscal Pressure: The Logic and Strategic Analysis of Grassroots Public Security Organs' Response to Funding Shortages——A Case Study Based on Public Security Bureau of X County

The funding guarantee for grassroots public security organs is a critical variable affecting police effectiveness. Taking the Public Security Bureau of X County as a case study, this paper examines the operational funding dilemmas and response practices under the dual pressures of sharply reduced transfer payments and strained county-level finances. The study finds that grassroots public security organs are squeezed between the absence of institutional safeguards and the expansion of rigid expenditures. In response to funding gaps, the bureau has adopted strategies such as actively seeking policy resources from higher authorities, cutting non-rigid expenditures internally, and coordinating external fund collection, demonstrating a certain degree of organizational resilience. However, this "reactive" coping model struggles to fundamentally resolve structural contradictions. Optimizing the funding guarantee for grassroots public security organs requires systematic policy measures, including improving the dynamic adjustment mechanism of guarantee standards, establishing a special task funding sharing system, and advancing budget performance management reforms.
