Against the backdrop of global value chain restructuring and rising anti-globalization trends, China's fashion industry stands at a critical juncture in its transformation from a “manufacturing powerhouse” to a “creative powerhouse.” Drawing on international business theory and innovation perspectives, this paper systematically analyzes the structural imbalances plaguing China's fashion sector within globalization: concurrent strengths in manufacturing and weaknesses in branding, mismatched supply chain efficiency and value chain positioning, and disconnect between scale expansion and quality enhancement. The study constructs a theoretical framework of “dual-circulation empowerment—three-dimensional innovation—triple support,” proposing a strategic leap from “product globalization” to “brand globalization.” This is driven by technological innovation, design innovation, and business model innovation as core engines, supported by a safeguard system comprising policy backing, capital empowerment, and talent aggregation. The study reveals that overcoming the “big but not strong” dilemma hinges on establishing a new globalization model centered on independent innovation and characterized by global localization. This approach leverages China's massive domestic market to provide iterative innovation scenarios while using international competition to drive capability enhancement, ultimately securing China's voice in global fashion governance. This research offers theoretical underpinnings and practical guidance for the transformation and upgrading of traditional manufacturing industries.
