The 2025 edition of the U.S. National Security Strategy upholds the absolute core principle of“America First”. It declares affairs in the Western Hemisphere as its priority, employs transactional alliances and targeted resource focus as means. It downplays ideological confrontation and leans toward the so-called “non interventionism”. Notably, it marks the first time the strategy acknowledges the “near-peer” status between China and the U.S. at the strategic level, reflecting the current U.S. administration’s pragmatic approach. An in-depth interpretation of its features plays a crucial role for China to effectively address the “all-domain competition” with major powers in the future.
