The Realistic Dilemma and Practical Approach of Personal Health Data Governance in Public Health Events

In today’s society, health data plays a key role in public health events. However, while creating value, data application also contains risks. In public health events, the disclosure of personal health data is the premise of building a government ruled by law and a sunny government. Especially in sudden major public health events, how to balance the relationship between data disclosure and protection, public interest maintenance and privacy protection of personal health data is the proper meaning of promoting the modernization of national governance capacity and governance system. The application of personal health data should adhere to the principles of legality, justness and necessity, and at the same time, improve the legal system of personal health data protection, change the legal mode of protecting health data, and improve the specific system of data protection to better promote the opening and circulation of data, so that personal health data can play its greatest value in public health events.
