The security of cross-border data is one of the fundamental foundations for the sustainable development of digital trade, and it is also a major concern for countries when formulating digital trade policies and regulations. Due to the lack of uniform international regulations governing cross-border data flows, the development of global digital trade faces numerous challenges. In the context of great power rivalry and the lag in technological governance rules, the international governance of cross-border data flows encounters multiple dilemmas. As a linchpin connecting the global economy and a focal point in the competition for a new order, e, establishing effective international data governance rules has become a pressing concern for all countries.
