Study on the Predicament and Countermeasures of Village Rules and People´s Covenants in the Implementation of Grassroots Social Governance

This article examines the challenges faced by village regulations and community contracts in grassroots social governance. It suggests that the current implementation of these regulations and contracts suffers from reduced recognition and enforcement, outdated content that does not align with local realities, conflicts with certain laws, and a lack of effective means of promotion. The article discusses these issues from four perspectives: value recognition, accurate positioning, institutional development, and measures assurance. It proposes a series of measures to enhance the effectiveness of village regulations and community contracts, including standardizing their expression, refining the process of formulation, increasing publicity, improving the applicability and timeliness of their content, strengthening legal scrutiny, and enhancing promotion efforts.
