Abstract

Promoting the coordinated development of vocational education in the Guangdong-Hong Kong-Macao Greater Bay Area is a clear requirement put forward by the Party Central Committee to build a world-class Bay Area, and it is also the only way for the construction and development of the Bay Area. The complex situation of “two systems, three legal systems” in Guangdong, Hong Kong and Macao poses major challenges to the coordination of legislation in vocational education. This paper sorts out the development status of vocational education in Guangdong, Hong Kong and Macao, as well as the development process of laws and policies, and clarifies the current difficulties faced by vocational education coordination in the Bay Area as a whole, lack of policies and regulations at the overall level, imbalanced development hinders in-depth cooperation, and lack of unified standards for education certification. To achieve the strategic goal of synergy and symbiosis of vocational education in the Bay Area, the top-level system design can be strengthened at the macro level; Balance the cooperation between resource protection regions and schools and enterprises in the three places; Strengthen legal convergence in the Bay Area and reduce barriers to certification.
