社会转型期海湾地区智库发展研究：动因、路径与影响

摘要: 高水平智库的存在和影响是一个国家和民族软实力的重要象征，近年来，海湾地区智库在社会转型与政策决策过程中扮演着日益重要的角色。海湾地区作为国际能源市场与地缘政治的关键区域，其智库的发展在社会转型、政策制定与区域安全等方面发挥了重要影响。本文以宾夕法尼亚大学《全球智库指数报告》（2013-2020年度）为主要分析样本，结合沙特、阿联酋、卡塔尔等海湾国家知名智库官网资料，对海湾地区智库发展的动因、路径与社会影响进行系统梳理。研究发现，社会转型期海湾地区智库的发展呈现出政府主导性增强、国际合作扩大以及社会影响力提升等特征。本文认为，智库在社会转型中的角色不仅体现在政策咨询功能，还逐渐成为推动公共外交与区域治理的重要载体。
