Against the dual strategic background of digital transformation in education and the national promotion of educational equity, the construction of provincial-level study tour practice education platforms has become key to solving problems such as imbalanced resources, extensive management, and uncontrollable safety risks. Taking Heilongjiang Smart Study Tour Cloud Platform as a case, this paper systematically analyzes its operational logic of “government dual-wheel drive, industry ecosystem reconstruction, and comprehensive data sharing” based on collaborative governance theory and digital twin theory. The research shows that through three pioneering innovations, the platform has achieved a fundamental shift from “experience-based decision-making” to “data-driven governance”. Combined with specific cases such as online approval in Xiangfang District, one-stop services in Mishan City, and four-province co-construction and sharing, the core value of provincial platforms in improving industry standardization, promoting educational equity, and regional coordinated development is verified. This “Longjiang Paradigm” provides replicable theoretical references and practical models for the digital transformation of study tour practice education nationwide.
