Abstract

Based on General Secretary Xi Jinping’s requirements for enriching border residents, stabilizing and consolidating border areas, and developing border tourism during his inspection tour of Heilongjiang Province, this paper extends border tourism into border study tours with educational value. Relying on Heilongjiang’s Sino‑Russian borderline, it sorts out four categories of study tour resources: red national defense, green ecology, ice‑snow rivers along the boundary, and ethnic customs. A route development model featuring "scenic byways along the border + base clusters + curriculum chains" is constructed, and three replicable study tour routes are designed for Heihe, Sanjiang‑Xingkai Lake and Daxing’an Mountains. A complete implementation system covering resource evaluation, route planning, curriculum development, safety management and institutional guarantees is established, providing practical references for study tour bases, education authorities and cultural tourism institutions to carry out border‑themed study tours.
