Against the backdrop of the China-Russia comprehensive strategic partnership of coordination in the new era, youth study exchanges have become a significant growth area in bilateral cultural cooperation. Through a systematic comparative analysis across five dimensions—institutional mechanisms, legislative safeguards, teacher training in normal universities and study instructors, funding and subsidy systems, and the number of camp bases—this study finds that Russia possesses the world’s most well-established legal framework and talent cultivation system for camp education. Its inventory of approximately 55,000 camps, federal-level legislative guarantees, and university-based instructor training programs significantly outpace those in China. Heilongjiang Province, as the forefront of China-Russia cooperation and a bridgehead for opening up to the north, boasts unique advantages including a 2,981 km border, 25 Class I ports open to Russia, and the distinctive "Five-Color" study resources. Building on this foundation, the paper proposes a "Five-Dimensional Synergy" pathway for constructing a China-Russia Study Camp Alliance: mechanism co-development, standard mutual recognition, instructor joint cultivation, resource sharing, and brand co-creation. This provides theoretical support and practical guidance for implementing the China-Russia Youth Friendship Declaration and deepening bilateral youth cultural exchanges.
