Domestic youth study tours in China are generally plagued by superficial defects of "sightseeing without in-depth learning and shallow knowledge absorption", whereas international exchange programs are confronted with dilemmas including fragmented activities, inadequate curriculum system, and poor long-term educational sustainability. Taking the Young Expo Ambassador program, which has run for more than two decades, as the research object, this paper adopts a single-case study method to sort out its iterative upgrading evolution originating from the original "Young Expo Ambassadors". By integrating the OECD Global Competence Framework and Byram’s Model of Intercultural Communicative Competence, this paper proposes a four-dimensional integrated cultivation philosophy featuring "international vision, diversified expression, core literacy and global competence", and establishes a closed-loop talent cultivation system covering brand positioning, tiered selection mechanism, growth benefits for participants, mentor training system and regular international activities. Relying on high-end international platforms such as World Expos, World Cities Day and the World Advertising Congress, this paper elaborates the operation logic of a stepped growth system built on "capacity accumulation in daily regular scenarios + practical training at landmark international events", and explores the implementation paths to integrate international scenarios with intercultural education. The theoretical framework, participant evaluation indicators and standardized operation paradigms summarized from this research can deliver replicable and scalable practical and theoretical support for the integrated advancement of youth international exchange programs nationwide.
