With the implementation of the RCEP, cultural and educational exchanges between China and ASEAN countries have deepened steadily. Cross-border study tours between China and Malaysia have become an important platform for promoting cultural mutual learning and practical education among adolescents from both countries. In response to current problems such as fragmented curriculum design, insufficient two-way cultural mutual learning, and a lack of standardized implementation procedures and evaluation guarantee mechanisms, this study takes the study tour programs for Malaysian student groups hosted by Guangxi primary and secondary school study tour practice education bases as the practical context. By adopting literature review, case analysis, and action research methods, and following the action research logic of “planning–action–observation–reflection,” this study draws on the platform resources of the study tour bases, integrates cross-border interaction scenarios with the cultural characteristics of both sides, defines educational objectives, restructures curriculum content, standardizes implementation processes, and improves evaluation and guarantee mechanisms. In doing so, it constructs a standardized, distinctive, and routine study tour curriculum system that aligns with the cognitive development patterns of Chinese and Malaysian adolescents, and further develops supporting implementation procedures and safeguard conditions. Practical results show that this curriculum system effectively mitigates the tendency of “prioritizing reception over education” in cross-border study tour programs, significantly enhances participating students’ cross-cultural awareness, inquiry-based practice, and teamwork abilities, and can serve as a complete practical model for domestic study tour bases when conducting ASEAN-oriented cross-border study tour programs.
