In 2016, the Ministry of Education and ten other departments issued the "Opinions on Promoting Study Tours for Primary and Secondary School Students" (Jiao-Ji-Yi [2016] No.8), which first established the educational-activity attribute of "study tours". In a decade of practice, however, the concept has been diluted by the market, giving rise to problems such as "travel without study," high-price profit-making, and institutions exploiting schools' names. Building on the 2016 document, Shandong's 2026 "Implementation Opinions on Regulating Primary and Secondary School Study Practice Activities" (Lu-Jiao-Ji-Zi [2026] No.6) achieves notable innovative development: for the first time at the provincial level, it separates "study practice activities" from "study tours/study tourism/study trips," and rebuilds the rules for organizing subjects, curriculum, fees, safety, and inter-departmental coordination. Through policy text comparison, this paper distills five innovative coordinates—"identity separation, subject recovery, public-welfare auditability, safety closed-loop, and departmental power decentralization"—and offers implementation and governance suggestions, providing a reference for the institutionalization and standardization of study practice education.
