In 2026, the General Office of the Ministry of Education issued the Learning-by-Doing Pilot Action Guideline for Science Education in Compulsory Education, shifting science education toward teaching based on real problems and learning in real scenarios. Taking the industry-education consortium jointly built by Harbin Jihong Primary School, Harbin Institute of Technology Satellite Technology Co., Ltd and Hua Hang Xing Jian (Harbin) Education Technology Co., Ltd as a case, this paper addresses three tensions—the "last mile" of transforming cutting-edge industrial resources into education, the "master-teacher dependence" of PBL, and the "two skins" gap between study tours and national curriculum standards—and proposes a five-in-one school-local collaboration framework of policy-curriculum-scenario-evaluation-mechanism with systematic action strategies. The study shows that, through the three-tier "Galaxy Classroom" curriculum system and the driving task "Design a Longjiang Star," cutting-edge aerospace engineering resources can be transformed into deliverable, replicable and assessable normalizing science education public goods, offering a replicable "Longjiang model" for implementing Learning by Doing in national science-education demonstration schools.
