Research on Mechanism, Value and Governance System of Long‑distance Inter‑city Study Tours for Primary and Secondary Schools under the Background of the New Era ——Taking the Phenomenon of "North‑South Mutual Visits" as an Example

With the continuous advancement of basic education reform in the new era, inter‑city long‑distance study tour has become an important carrier for practical education in primary and secondary schools. As a typical phenomenon of study tours, the “north‑south mutual visit” reflects the educational characteristics of regional cultural complementarity and off‑site practical experience. Taking the “north‑south mutual visit” phenomenon of inter‑city long‑distance study tours in primary and secondary schools as the research object, this paper clarifies the internal generation mechanism of such study tour activities, and analyzes its multiple educational values in fostering virtue through education, inheriting regional culture and cultivating comprehensive literacy. In view of practical dilemmas including safety risks, ambiguous rights and responsibilities, uneven curriculum quality and imperfect supervision mechanism in current study tour practice, this paper attempts to construct a multi‑agent collaborative governance system suitable for inter‑city long‑distance study tours of primary and secondary schools. It aims to provide theoretical reference and practical ideas for standardizing long‑distance off‑site study tour practice and giving full play to the educational function of study tours.
